I don't own a bathing suit. Can I wear men's swim shorts and a t-shirt?

The GWL policy is that guests wear appropriate attire. I am thinking a wet t-shirt does not fall under appropriate. The Bear Essentials Shop sells bathing suits right in the waterpark.
